Drizzle is rain in the size of very small water droplets. It drizzles much less frequently than it rains in most places. But since rain is the most common form of precipitation, there is plenty of drizzle out there especially over oceans and coastal climates. Drizzle falls slowly with tiny drops of less than 0.02” (0.5mm). About 700 drizzle drops equal the size of one raindrop. Rain mostly comes from cumulus clouds, whereas drizzle often falls from low, thin stratus clouds. Perhaps you think it’s gloomy, but the gentle soft nature of drizzle creates a calming atmosphere. It may appear to float in the air sometimes accompanied by fog. 

When the atmosphere is saturated with moisture, and updrafts are weak (air currents are not rising too much), water droplets can merge and remain small. The droplets do not grow large enough to become raindrops. Such conditions are common over oceans, where the air is wet but updrafts are much weaker than over land.  

Drizzle often means nothing more than a melancholy day and it causes few problems in everyday life. However, freezing drizzle turns to ice and can cause road hazards, aviation risks, slippery sidewalks and other dangers. So, it’s best not to underestimate freezing drizzle, abbreviated FZDZ in weather reports. FZDZ consists of tiny liquid droplets that form in shallow clouds and freeze upon contact with cold surfaces. The formation of freezing drizzle is quite different from freezing rain, which involves larger droplets that originate as snow, melt and then refreeze on contact with cold surfaces.
